Delays and who’s responsibility, Airline or Airport.

We now know how bad things can be when the weather goes bad, really bad. Flights are delayed or even canceled. However, who’s fault is that if you can’t get to the flight you have paid?
Airline covers the costs for you if the flight is canceled but who will cover the costs to the airline. It is absolutely not the airlines fault if the snow cuts the airport traffic, and that is why I question the airport’s responsibility. In the road traffic side, which I have 20 years experience, no cargo can be delayed or canceled because of the snow or the wind. And I’m talking about the normal winter weather, not a hurricane type of weather. Trucks will go on time, only railroad and air traffic is jammed… Weird.
I have a will to understand the countries like Spain or Italy where the snow is a somewhat rare element to fight with but the delays and cancellations in northern countries like Canada, USA, Russia and Finland, for example, is a big no no because of the snow. However, when you are alone in the airport and no-one can help you to go to your destination, you will get a ticket to another flight when it is possible or a voucher to the hotel and restaurant. And that is given to you the airline but will that airline lose that money or does the airport pay it back to the airline? That is the way it should be anyway.
